Wesley Beck is President of Aspyre Properties, a private equity firm focused on investments in a variety of industries and industrial development. David Hallock, Past Chairman

David grew up in Los Angeles, California, and Bartow, Florida. After he graduated from Bartow High School in 1981, he attended Wake Forest University, where he graduated cum laude with a bachelor’s in accounting. He received his law degree from Florida State University College of Law in 1988. Presently, David is involved in corporate and business practice, including general corporate and business representation, mergers and acquisitions, real estate, tax, health care law, banking and wealth protection planning.  Email David

Todd Baylis, Vice Chair

Todd Baylis is President and a founder of Qgiv, a Lakeland, Florida-based company that enables organizations across the US and beyond to quickly, securely and easily receive donations and effectively manage event registrations. With a down economy and (according to Mastercard) 73 percent of Americans carrying cash less frequently than they did a decade ago, efforts by philanthropic and religious organizations to obtain and maintain donations are more challenging than ever before. Todd is also President of Cipher Integrations, a network services, internet technology and software development provider in Lakeland. He holds a B.S. in Computer and Information Sciences from Florida State University and Masters in Information Technology from Carnegie Mellon University.  Email Todd

Cory Petcoff, Secretary

Cory Petcoff, President of Baron Realty, is a seasoned commercial real estate professional with extensive background in investment analysis, property management and leasing.Petcoff is the recipient of the prestigious Top General Brokerage Producer Award in a seven county region offered by the Florida Gulf Coast Commercial Association of Realtors. He serves as the commercial real estate consultant and manager to multiple insurance companies who have diversified their investment portfolios through high quality investment grade commercial real estate. His background also includes forming and subsequently managing investor owned limited liability companies which seek to develop a high quality real estate portfolio. Petcoff is a licensed Property and Casualty Insurance Agent as well as a Licensed Real Estate Broker. Email Cory

William Harrell, Treasurer

William is the Director of Corporate Compliance & Government Affairs for Harrell’s, LLC. He is a lifelong resident of Lakeland. Will practiced with a central Florida law firm, prior to joining Harrell’s in 2015, and specialized in corporate transactions and governance, real estate, and estate planning. At Harrell’s, Will’s focus is on regulatory compliance, registrations and licensing, governmental affairs, and legal matters. Will earned dual bachelor degrees in Food & Resource Economics and Political Science from the University of Florida. He earned both his J.D. and M.B.A. from Samford University. He is a member of Christ Community Presbyterian Church and active in the community where he serves as Chairman of the Board of Parker Street Ministries, a member of the Salvation Army Board, and a member of the Florida Southern College Barnett School of Business and Free Enterprise Board. Will and his wife, Julia, have one son. Brian Philpot, High-Skill High-Wage Chairman

AgAmerica is a nationwide agriculture lender with over $1BB in assets under management. As part of its corporate structure, AgAmerica (the manager) operates the first agriculture mortgage REIT (mREIT) in the U.S. providing a niche ag debt investment vehicle. Brian Philpot is the CEO and Principal Owner of AgAmerica Lending. His background includes extensive experience in real estate investing, agriculture lending, real estate law, market analysis, and negotiation. Jeff Chamberlain, Past High-Skill High-Wage Chairman

Jeff began his Publix career in 1972 as a front -service clerk in Satellite Beach, Fla. After working in different capacities at several stores in Brevard County, he was promoted to store manager in 1983. In 1991, Chamberlain transferred into the real estate department as manager over North Florida and South Georgia. And in 1999, he was promoted to director of real estate market strategy. Jeff serves as Vice President of Real Estate where he is responsible for the entire real estate department, as well as the strategy required to successfully grow Publix Super Markets through new stores, new markets and acquisition. Callie Neslund, Catapult Advisory Chair

As the Public Affairs Manager for The Mosaic Company, Callie Neslund serves as a principal liaison with local community, business leaders and elected officials. Callie manages Mosaic’s community outreach, media relations and corporate philanthropy in Polk County while supporting the company’s manufacturing facilities and the newly-opened Streamsong Resort. Andy McEntire, YLakeland Advisory Chairman

Andy is founder and owner of Indie Atlantic Films. He has worked in video and digital media production for over 10 years and has produced films for clients all over the world. He has directed national TV shows and produced multiple commercial and brand story. Andy has also created films for many non-profit organizations locally and worldwide. He is a graduate of Palm Beach Atlantic University and serves on several local and regional nonprofit boards.  Email Andy

Steve Scruggs, President

Steve Scruggs is President of the Lakeland Economic Development Council (LEDC), a private, non-profit organization with approximately 135 member companies. Steve has been with the LEDC over 27 years. The LEDC’s primary role is to create jobs and capital investment by attracting new companies as well as facilitating the expansion of existing companies in the Lakeland area. Steve’s responsibilities at the LEDC include; Board of Directors, Budget, Catapult, Investor Relations, High Skill High Wage, City Visits, Angel/Venture Capital, Government Affairs, Media Relations, Community Presentations, Existing Industry, LE’s Large Customers & Infrastructure.  Email Steve
